In early 2026, a group of left-wing members of the European Parliament sent a letter to the European Commission urging it to create a European-level funding mechanism to ensure effective access to safe abortion services for women across the European Union. The call came just before the Commission’s response to the My Voice, My Choice European Citizens’ Initiative, which collected more than 1 million verified signatures from people in all 27 EU member states advocating improved access to abortion care across borders.

The Commissioners’ announcement in late February clarified that EU funds can be used to support abortion access. Specifically, member states can voluntarily use money from the existing European Social Fund Plus (ESF+) to help women access legal and safe abortion services, including assistance with travel and healthcare costs in countries where abortion is available but access may be limited.

Advocates for reproductive rights have welcomed this development as a significant political and symbolic step forward. For the first time, the Commission unequivocally affirmed that EU funding can be used in this way, providing a clear legal basis for member states willing to support cross-border abortion access. However, the decision stops short of creating a dedicated EU-wide fund, as had been originally requested by the citizens’ initiative and many lawmakers.

Supporters of the initiative argue that this clarification helps reduce inequalities in reproductive healthcare for women in countries with restrictive laws or limited access, including those in rural areas. Critics, including some conservative politicians, have argued that the move interferes with national health policies and cultural norms, and express disappointment that the Commission did not commit new, dedicated funding.
