In an important development for reproductive health in Europe, the European Commission has clarified that existing European Union funds can be used to support access to safe abortion services. The decision could help women who live in countries with restrictive abortion laws obtain care in other EU member states where services are available.

The announcement follows the European Citizens’ Initiative “My Voice, My Choice,” a campaign that gathered more than one million signatures across the European Union calling for improved access to abortion care. Under EU rules, such a large number of signatures obliges the European Commission to formally examine the proposal and respond.

Instead of creating a completely new funding instrument, the Commission clarified that member states can use resources from the European Social Fund Plus, one of the EU’s largest social investment programs, to help cover the costs associated with abortion services. These funds may support women who must travel to another country to obtain safe care, particularly those in vulnerable situations.

The move is seen by many advocates as a significant step toward reducing inequalities in reproductive healthcare across Europe. While abortion is legal in most EU countries, access varies widely. In places such as Poland or Malta, restrictive laws or limited services can force women to travel abroad for care.

Supporters argue that allowing EU funds to be used in this way acknowledges that access to safe abortion is both a public health issue and a matter of social justice. However, the decision has also sparked debate among some political groups that believe health policy should remain primarily under national control.

Even with these discussions ongoing, the clarification from the European Commission signals a growing recognition that reproductive healthcare should be accessible to all women across the European Union, regardless of where they live or their financial situation.
