In late February 2026, the European Commission confirmed that European Union member states can now use existing EU social funds to support access to safe and legal abortion services wherever needed within the bloc. The move is seen as a historic political step toward ensuring reproductive rights for women across the 27-nation union, particularly for those living in countries where abortion access is highly restricted or near completely banned.

The decision comes in response to the My Voice, My Choice European Citizens’ Initiative, which gathered more than 1.2 million valid signatures from people across the EU advocating equal access to abortion services for all women, regardless of where they live. Under the new clarification, member states can voluntarily use the European Social Fund Plus (ESF+)—a major EU budget instrument supporting employment, education, social inclusion and healthcare—to help women access abortion care, including covering travel and related costs for those who must seek services outside their own country.

Women’s rights advocates welcomed the announcement as a breakthrough that formally recognises abortion as an aspect of public health and social rights, and that expands options for women facing barriers due to restrictive national laws, such as in Malta and Poland. However, critics pointed out that the Commission stopped short of creating a dedicated EU-wide fund, instead encouraging countries to reallocate existing resources on a voluntary basis. Some political groups argued this approach undermines national sovereignty over health policy.

Under the new guidance, member states willing to participate must set up programmes and define how women can benefit from ESF+ support. Advocates of reproductive rights described the decision as “political recognition” of the need for equitable access and as a first step toward broader systemic change in how the EU approaches sexual and reproductive health.
