European Commission Rejects Proposal for Dedicated Abortion Fund but Points to Existing EU Support Options

In March 2026, the European Commission declined a proposal to create a dedicated EU-wide funding mechanism specifically for abortion care. Instead, the Commission pointed to existing EU programmes such as the European Social Fund Plus (ESF+) as the recommended avenue for member states to voluntarily support access to safe and legal abortion services where needed. The proposal had been promoted by lawmakers and civil society advocates in response to the My Voice, My Choice European Citizens’ Initiative, which collected over one million signatures from people across the EU calling for equal access to abortion care regardless of geographic or legislative barriers. Supporters had urged the establishment of a dedicated funding stream to guarantee services for women in countries where access is restricted.

In its response, the Commission explained that it does not plan to establish a new, separate fund for abortion. Instead, it reaffirmed that member states can use their share of existing EU funds, particularly ESF+, to support women who need to travel or receive care outside their home country due to local restrictions. The Commission framed this as a flexible, member state driven approach rather than a new pan-EU programme.

Reproductive rights advocates acknowledged that the clarification provides a legal basis for using existing funds to support abortion access, but also expressed disappointment that no specific, dedicated financing mechanism was created. Critics of the proposal argue that decisions about healthcare financing should remain within national competence and that the EU should not impose centralized budgeting on member states.

The Commission’s position highlights ongoing tensions in how the EU addresses sexual and reproductive health rights—balancing national sovereignty with efforts to reduce inequalities in access to care across the bloc.
