In some Member States, women are still forced to travel abroad to access safe abortion services or to seek care outside legal systems, exposing them to serious physical, psychological, and social harm. Financial barriers are identified as a major obstacle, often making access to care impossible for those most in need and undermining fundamental rights, equality, and public health.<\/p>\r\n
Civil society organisations stress that responding positively to the \u201cMy Voice, My Choice\u201d initiative would allow the European Commission to prevent harm and introduce a concrete solution at EU level. The proposed financial mechanism would enable willing Member States, on a voluntary basis and in full respect of their national legal and medical frameworks, to provide abortion care to women from other EU countries and to receive EU reimbursement for doing so.<\/p>\r\n
As reiterated by the European Commission during a European Parliament debate in December, the initiative does not seek to interfere with national abortion laws, which remain under national competence. Instead, it respects the principle of subsidiarity and aligns with the EU\u2019s supporting competence in the field of health, addressing a cross-border challenge that no single Member State can resolve alone.<\/p>\r\n
The call for action is backed by a strong democratic mandate. More than one million European citizens have supported the initiative, alongside a clear majority in the European Parliament. Potrivit organiza\u021biilor, o astfel de m\u0103sur\u0103 ar reprezenta un r\u0103spuns propor\u021bional \u0219i eficient la nivel european la nevoile urgente de s\u0103n\u0103tate ale femeilor.<\/p>\r\n<p data-start=\"4312\" data-end=\"4832\">Scrisoarea subliniaz\u0103 c\u0103, \u00een ciuda cadrului juridic existent, diferen\u021bele dintre statele membre continu\u0103 s\u0103 limiteze accesul femeilor la avort sigur \u0219i legal. \u00cen unele p\u0103r\u021bi ale UE, femeile sunt \u00eenc\u0103 constr\u00e2nse s\u0103 c\u0103l\u0103toreasc\u0103 \u00een alte state pentru a primi \u00eengrijiri medicale sau s\u0103 apeleze la solu\u021bii \u00een afara cadrului legal, ceea ce poate duce la consecin\u021be grave asupra s\u0103n\u0103t\u0103\u021bii fizice \u0219i psihologice. Barierele financiare joac\u0103 un rol major \u00een aceste situa\u021bii, afect\u00e2nd \u00een mod dispropor\u021bionat persoanele vulnerabile.<\/p>\r\n<p data-start=\"4834\" data-end=\"5264\">Organiza\u021biile societ\u0103\u021bii civile subliniaz\u0103 c\u0103 un r\u0103spuns pozitiv la ini\u021biativa \u201eMy Voice, My Choice\u201d ar permite Comisiei Europene s\u0103 previn\u0103 suferin\u021ba \u0219i s\u0103 ofere o solu\u021bie concret\u0103 la nivelul UE. Mecanismul financiar propus ar permite statelor membre care doresc, pe baz\u0103 voluntar\u0103 \u0219i cu respectarea legisla\u021biei na\u021bionale, s\u0103 ofere servicii de avort femeilor din alte state membre \u0219i s\u0103 primeasc\u0103 sprijin financiar din partea UE.<\/p>\r\n<p data-start=\"5266\" data-end=\"5643\">A\u0219a cum a fost reiterat de Comisia European\u0103 \u00een cadrul unei dezbateri din Parlamentul European, ini\u021biativa nu urm\u0103re\u0219te s\u0103 intervin\u0103 \u00een legisla\u021biile na\u021bionale privind avortul.
