Daniela Draghici knows firsthand what an abortion ban looks like.<\/p>\n

In 1976, when she was a college student in the Romanian capital of Bucharest, she got pregnant after her contraception failed. Abortion was prohibited in Romania.<\/p>\n

With the help of a friend, Draghici was taken to a woman with no medical training to end her pregnancy.<\/p>\n

“Somebody took me during the night to some kind of house outside the city where there was this old woman,” Draghici remembers. “She was boiling these metal instruments in a lot of alcohol on an ancient stove.”<\/p>\n

After a painful procedure, Draghici went home, but continued having morning sickness several days later. She found another woman who took her to the home of a gynecologist who completed the abortion \u2014 again, illegally \u2014 on a kitchen table.<\/p>\n

“I’m lucky I didn’t die,” says Draghici, an abortion rights and sex education activist. “I could have been like the thousands of women who got an infection and were left to die.”<\/p>\n

In 1966, Romania’s communist leader, Nicolae Ceausescu, banned abortion and contraception in an attempt to raise the nation’s low birthrate. During his rule through 1989, an estimated\u00a010,000 women died from unsafe abortions<\/a><\/u>\u00a0and hundreds of thousands of children were put in overcrowded orphanages where they often suffered abuse and low nutrition.<\/p>\n

In the early 1990s, after the overthrow of Ceausescu, the new government founded Romania’s first family planning program. At that point, reproductive rights began to improve: Abortion was legalized up to the 14th week, contraception was free, and sex education was implemented in public schools.<\/p>\n

But that didn’t last long. Activists say that over the past decade, the government slashed funding for the family planning program, leading dozens of clinics to shut down. Gynecologists are\u00a0increasingly refusing<\/a><\/span>\u00a0to perform abortions by\u00a0invoking a conscientious objector clause<\/a><\/span>, citing moral or personal reasons such as their religious beliefs, according to reports from activists and medical professionals. In 2011, the government took away subsidies for contraceptives. And sex education is no longer taught in schools.<\/p>\n

Romania’s family planning work was once admired<\/strong><\/h3>\n

What’s happening in Romania is part of a recent trend across Europe, as Christian organizations and conservative lobbying groups,\u00a0often bankrolled by U.S. funders<\/a><\/span>, gain political influence. Romania’s\u00a0Orthodox Church is a powerful institution<\/a><\/span>, particularly in rural areas. And so-called pregnancy crisis centers, run by various Christian groups, have popped up around the country to try to dissuade women from having an abortion.<\/p>\n

“Up to the European Union accession in 2007, Romania was a leader and a model in Central and Eastern Europe from the point of view of reproductive health care,” says Draghici. From 1992 to 2002, she was the family planning program manager at a U.S.-funded Romanian\u00a0nonprofit group<\/a><\/span>. “Now, what I’m witnessing is the destruction of the network of family planning clinics. So, we’ve gone up and now we’re going down.”<\/p>\n

The coronavirus made it harder to get an abortion<\/strong><\/p>\n

The COVID-19 pandemic only exacerbated the problem, says activist Andrada Cilibiu, from the abortion rights organization\u00a0Centrul Filia<\/a>. In March 2020, the government published a list of “essential emergency services” that public hospitals had to provide while they also treated an influx of coronavirus patients. That list did not include abortion.<\/p>\n

“During the emergency period in Romania, there was only one hospital in Bucharest that was performing abortions, and it was a private hospital,” Cilibiu says. “It was charging women 3,000 Romanian lei [$720], and that’s outrageous.”<\/p>\n

She says declaring abortion non-essential gave health care providers an excuse to refuse to perform them. After pressure from abortion rights organizations, in April 2020, the government told public hospitals to resume abortions. But Cilibiu says the damage had already been done.<\/p>\n

“The hospitals are lying,” she says. “They are telling me in [response to a Freedom of Information Act request] that they’re providing abortion, but when I call, lots of them tell me they do not.”<\/p>\n

For the past few years, Cilibiu has been conducting an unofficial survey of public hospitals across Romania by calling and pretending to be a pregnant woman in need of an abortion. She then publishes the results on the organization’s website.<\/p>\n

According to her records, in June 2020,\u00a055 public hospitals<\/a><\/span>\u00a0out of the 134 questioned said they provide abortions. This June, only 28 public hospitals said they provide abortions. The National Statistics Institute\u00a0backs up this trend<\/a><\/span>: The country’s birthrate rose at the end of 2020 \u2013 nine months after the start of the pandemic \u2013 and the number of abortions fell by 35% from 2019 to 2020.<\/p>\n

As a result, Cilibiu says, women need to travel for adequate service or find a way to do it themselves.<\/p>\n

“Women continue to get abortions with sharp objects at home in 2021,” she says, evoking images of Ceausescu’s 24-year abortion ban.<\/p>\n

Advocates face powerful opponents<\/strong><\/p>\n

Draghici, the activist who had a clandestine abortion in the 1970s, says anti-abortion lobbying groups are becoming increasingly influential in Romanian politics.<\/p>\n

“Thirty years later, we are faced with pretty much the discourse that we were faced with during Communism: Women should not have abortions and contraception is not secured by the Ministry of Health,” says Draghici. “It’s ridiculous that we have to do [the work] all over again.”<\/p>\n

The Romanian Health Ministry declined to comment. Various anti-abortion organizations could not be reached for comment for this story; one group,\u00a0Pro Vita Association<\/a><\/span>, refused to comment, citing concerns of “pro-abortion and genderist bias.”<\/p>\n

In September 2020, after a Romanian woman died as a result of an unsafe abortion, the Health Ministry’s spokesperson, Oana Grigore,\u00a0was criticized by activists<\/a><\/span>\u00a0for saying that the ministry “encourages pregnancies to be completed and does not encourage abortions.”<\/p>\n

But Draghici says she’s hopeful: In recent months, after many talks between abortion rights organizations and the government, the Health Ministry has promised to revive 100 family planning clinics and the Education Ministry has agreed to resume discussion to reinstate sex ed in schools.<\/p>\n

“Our wins are slim at this time, but they’re there,” says Draghici. “I don’t feel tired or discouraged. I keep doing it because many other people have just given up. But as an advocate, I know that the key message is: ‘Never give up.’ And that’s what I’m doing, I’m not giving up.”<\/p>\n

Din acel moment, drepturile de reproduc\u021bie au \u00eenceput s\u0103 se consolideze. Avortul a fost legalizat p\u00e2n\u0103 la un termen de 14 s\u0103pt\u0103m\u00e2ni, contracep\u021bia a fost legalizat\u0103 \u0219i, \u00een \u0219colile publice, s-a introdus educa\u021bia sexual\u0103.\n\nDar asta nu a durat mult. Militan\u021bii afirm\u0103 c\u0103, \u00een ultimul deceniu, guvernul a redus fondurile destinate programului viz\u00eend formarea unei familii, iar asta a dus la \u00eenchiderea a zeci de clinici. Potrivit unor studii ale activi\u0219tilor \u0219i ale unor medici profesioni\u0219ti, ginecologii <span><a href=\"https:\/\/theblacksea.eu\/stories\/quarter-hospitals-romania-are-refusing-legal-abortions\/\">refuz\u0103 tot mai mult<\/a><\/span> s\u0103 opereze avorturi, invoc\u00e2nd o <span><a href=\"https:\/\/theblacksea.eu\/stories\/quarter-hospitals-romania-are-refusing-legal-abortions\/\">clauz\u0103 de con\u0219tiin\u0163\u0103<\/a><\/span> \u0219i diverse motive de ordin moral sau personal, cum ar fi religia. \u00cen 2011, guvernul a retras subven\u021biile pentru anticoncep\u021bionale. Iar educa\u021bia sexual\u0103 nu se mai pred\u0103 \u00een \u0219coli.\n\n<strong>\u201dAm progresat, iar acum regres\u0103m\u201d<\/strong>\n\nCeea ce se \u00eent\u00e2mpl\u0103 \u00een Rom\u00e2nia se \u00eenscrie \u00eentr-un recent curent semnalat \u00een Europa, av\u00e2nd \u00een vedere c\u0103 organiza\u021biile cre\u0219tine conservatoare, deseori <span><a href=\"https:\/\/www.epfweb.org\/sites\/default\/files\/2021-06\/Tip%20of%20the%20Iceberg%20June%202021%20Final.pdf\">sus\u021binute de finan\u021batori americani<\/a><\/span>, au o tot mai mare influen\u021b\u0103 politic\u0103.\n\n<a href=\"https:\/\/www.equaltimes.org\/in-central-and-eastern-europe-the?lang=en#.YQvIUVMzbUo\">Biserica Ortodox\u0103 din Rom\u00e2nia este o institu\u021bie puternic\u0103<\/a>, mai ales \u00een zonele rurale. Iar a\u0219a-zisele centre destinate crizelor de natalitate, conduse de diverse organiza\u021bii cre\u0219tine, s-au r\u0103sp\u00e2ndit prin \u021bar\u0103, \u00eencerc\u00e2nd s\u0103 le conving\u0103 pe femei s\u0103 nu mai avorteze.\n\n\u201eP\u00e2n\u0103 la aderarea Rom\u00e2niei la Uniunea European\u0103, survenit\u0103 \u00een 2007, aceast\u0103 \u021bar\u0103 a fost un lider \u0219i un model \u00een Europa Central\u0103 \u0219i de Est din punctul de vedere al tratamentului medical ginecologic\u201d, afirm\u0103 dna Dr\u0103ghici. \u00cen prioada 1992 \u2013 2002, ea a fost manager de programe la o <span><a href=\"https:\/\/secs.ro\/\">organiza\u021bie non-profit<\/a><\/span> finan\u021bat\u0103 de SUA. \u201eAcum, asist la distrugerea re\u021belei de clinici viz\u00e2nd planificarea familial\u0103. A\u0219adar, am progresat, iar acum regres\u0103m\u201d.\n\n<strong>Coronavirusul a f\u0103cut ca avortul s\u0103 devin\u0103 mai dificil<\/strong>\n\n\u201ePandemia de COVID-19 nu a f\u0103cut dec\u00e2t s\u0103 agraveze problema\u201d, sus\u021bine Andrada Cilibiu, de la Centrul Filia, o organiza\u021bie care sprijin\u0103 dreptul la avort. \u00cen martie 2020, guvernul a publicat o list\u0103 cu servicii de prim\u0103 urgen\u021b\u0103 pe care spitalele de stat ar trebui s\u0103 le asigure, \u00een acela\u0219i timp, trat\u00e2ndu-i \u0219i pe pacien\u021bii infecta\u021bi cu coronavirus. Pe list\u0103 nu au fost incluse avorturile.\n\n\u201ePe parcursul st\u0103rii de urgen\u021b\u0103 din Rom\u00e2nia, numai un singur spital din Bucure\u015fti f\u0103cea avorturi, iar acesta era unul privat\u201d, spune dna Cilibiu. \u201eFemeile trebuiau s\u0103 pl\u0103teasc\u0103 3000 de lei ($720) \u0219i era revolt\u0103tor\u201d. Ea spune c\u0103 minimalizarea avortului le-a oferit func\u021bionarilor din domeniul s\u0103n\u0103t\u0103\u021bii o scuz\u0103 ca s\u0103 le refuze. \u00cen urma presiunilor exercitate de organiza\u021biile \u00een sprijinul avortului, \u00een aprilie 2020, guvernul a permis spitalelor publice s\u0103 fac\u0103 avorturi. Dar dna Cilibiu spune c\u0103 r\u0103ul fusese deja f\u0103cut. \u201eSpitalele mint\u201d, spune ea. \u201e\u00cemi spun (a\u0219a cum o cere Legea Libert\u0103\u021bii Informa\u021biei) c\u0103 ele opereaz\u0103 avorturi, dar c\u00e2nd sun, mul\u021bi \u00eemi spun c\u0103 spitalele nu le fac\u201d.\n\n\u00cen ultimii c\u00e2\u021biva ani, dna Cilibiu a efectuat un sondaj neoficial prin mai multe spitale de stat din Rom\u00e2nia, telefon\u00e2nd \u0219i pretinz\u00e2nd c\u0103 este o femeie gravid\u0103 care are nevoie de avort. Alte organiza\u021bii antiavort nu au putut fi contactate pentru a discuta problema, iar una dintre ele, <span><a href=\"https:\/\/asociatiaprovita.ro\/english\/provita-bucharest\/\">Asocia\u0163ia Pro Vita<\/a><\/span>, a refuzat s\u0103 comenteze, invoc\u00e2nd probleme care ar veni \u00een sprijinul avortului \u0219i al aspectelor legate de gen.\n\n\u00cen septembrie 2020, dup\u0103 ce o rom\u00e2nc\u0103 a murit \u00een urma unui avort diletant, o purt\u0103toare de cuv\u00e2nt a Ministerului S\u0103n\u0103t\u0103\u021bii, Oana Grigore, <span><a href=\"https:\/\/www.g4media.ro\/declaratii-controversate-la-ministerul-sanatatii-purtatorul-de-cuvant-oana-grigore-dupa-ce-o-femeie-a-murit-in-urma-unui-avort-obligatia-medicului-nu-exista-in-cazurile-de-avort-la-cerere.html\">a fost criticat\u0103 de activi\u0219ti<\/a><\/span> pentru c\u0103 a spus c\u0103 \u201eministerul \u00eencurajeaz\u0103 finalizarea sarcinii \u0219i nu \u00eencurajeaz\u0103 avorturile\u201d.\n\nDar dna Dr\u0103ghici spune c\u0103 mai sper\u0103. \u00cen ultimele luni, dup\u0103 multe tratative \u00eentre organiza\u021bii sus\u021bin\u0103toare ale avortului \u0219i guvern, Ministerul S\u0103n\u0103t\u0103\u021bii a promis s\u0103 re\u00eenfiin\u021beze 100 de clinici de planificare familial\u0103, iar Ministerul Educa\u021biei a fost de acord s\u0103 reia discu\u021biile viz\u00e2nd educa\u021bia sexual\u0103 \u00een \u0219coli.\n\n\u201eSuccesele noastre sunt mici de aceast\u0103 dat\u0103, dar ele exist\u0103\u201d, spune dna Dr\u0103ghici. \u201eNu m\u0103 simt obosit\u0103 sau descurajat\u0103. Continui s\u0103 fac asta pentru c\u0103 mul\u021bi al\u021bii au renun\u021bat. Dar, ca sus\u021bin\u0103toare, \u0219tiu c\u0103 mesajul-cheie este urm\u0103torul: \u201aNu te l\u0103sa niciodat\u0103\u2019. Or, eu tocmai asta fac.
